The Shri Vishnu Panjar Stotra is a prayer to Vishnu for protection. Panjara means a cage: the devotee pictures Vishnu standing with his weapons in all eight directions, above and below, enclosing and guarding them on every side. This text comes from chapter 17 of the Vamana Purana, where the sage Pulastya tells it to Narada. The same stotra occurs with some differences in the Garuda Purana as well, so another text that does not match this one word for word should not be taken as faulty.
According to the Vamana Purana it was spoken by Isha (Shiva) for the protection of Katyayani, and under its guard the goddess destroyed Mahishasura, Namara and Raktabija. Being a prayer for protection, it is read in times of fear and hardship. This page gives the full stotra as printed in the Gita Press Vamana Purana (code 1432), a plain meaning under every shloka that also explains the weapons and names, and, after sign-in, a free PDF of the whole text.

Which Purana this version comes from
The text given here is the Vamana Purana, chapter 17, shlokas 25 to 38. The numbers are those of the printed book, so that anyone can find it in the Purana, which is why the count begins at 25 and not at 1. The first line of shloka 25 closes the earlier passage on vows and the second announces the stotra. Shlokas 26 to 36 are the prayer, and 37–38 say who spoke it and for whom. Chapter 19 (shlokas 39–44) returns to this: the goddess would not put on armour, so this panjara was spoken for her protection, by Shambhu as it says there; guarded by it she slew Mahishasura, and there it is called the foremost of all protections.
A footnote in the Gita Press edition says the stotra is very well known, occurs with small differences in the Agni Purana, the Brahmavaivarta, the Vishnudharmottara and elsewhere, and comes twice in the Vamana Purana itself: here and in chapter 85. Chapter 85 of that edition, when opened, has a text under the name Vishnu Panjara whose wording is entirely different from this one, so it cannot be called a second reading of it. This page has only the chapter 17 text. A form of it is certainly found in chapter 13 of the Purvakhanda of the Garuda Purana.
How the Garuda Purana version differs
The Garuda Purana text is a second tradition of the same stotra, not a mistake. The frame is the same, but there Hari himself recites it, in 13 shlokas. The main differences are these: in the north-east, the bow Sharnga and the Narayana missile of the Vamana become a sword, a shield and all weapons in the Garuda; in the north-west, Hayagriva stands for Ashvashirsha (the meaning is the same); in the Rasatala shloka, Mahamina (the great fish) stands for Mahamoha; and in the shloka on the limbs, a cage of arms stands for the cage of eight arms.
The ending differs too. In the Vamana, Isha speaks it for the protection of Katyayani and Pulastya tells this to Narada; in the Garuda it was told to Shankara, and Hari says so addressing Vrishadhvaja (Shiva). The Garuda text has one more closing line, saying that one who recites it with devotion overcomes enemies; this Vamana text has no such phalashruti. The word-by-word differences are listed under the sources below.
The directions and the forms
The stotra follows an order: for each direction a name of Vishnu and his weapon. In the east the discus Sudarshana, in the south the mace Kaumodaki, in the west the plough Saunanda, in the north the pestle Shatana, in the north-east the bow Sharnga and the Narayana missile, in the south-east the Boar of the sacrifice with the conch Panchajanya and a lotus, in the south-west Narasimha with shield and sword, and in the north-west Ashvashirsha with the garland Vaijayanti and the Shrivatsa.
After that come Janardana on Garuda in the sky above, Akupara (the primal tortoise) in Rasatala below, and finally the cage of eight arms around the hands, head, feet and joints. Once this order is clear, it becomes easy to hold each direction in mind during the recitation.
When to read
This text of the Purana sets no fixed time. It can be read with Vishnu puja in the morning or evening, on Thursdays and Ekadashi, the days linked with Vishnu, and in times of fear or hardship in a spirit of seeking protection; and, if one wishes, as a regular reading during a Jupiter or Mercury dasha.
In your kundli
In Jyotish the worship of Vishnu is given for both Mercury and Jupiter: in the Parashari tradition Vishnu is the deity of Mercury, and Thursday worship is tied to both Vishnu and Jupiter. The stotra gives no astrological instruction of its own. Because of its protective spirit it can be chosen as a form of Vishnu worship when Jupiter is debilitated (in Capricorn) or joined with Rahu in the kundli, when Mercury is debilitated (in Pisces) or combust, or during the mahadasha or antardasha of these grahas. This is our suggestion, not an instruction of the Purana or a promise of results. Where Jupiter and Mercury stand in your kundli and which dasha is running can be seen by building your kundli on this site.

Which Purana contains the Vishnu Panjar Stotra?
The text here is from chapter 17 of the Vamana Purana (shlokas 25–38). A form of it is also in chapter 13 of the Purvakhanda of the Garuda Purana. The Gita Press footnote also names the Agni Purana, the Brahmavaivarta and the Vishnudharmottara. The text under this name in chapter 85 of the Vamana Purana has entirely different wording.
Why does the numbering start at 25?
Because these shlokas fall in the middle of chapter 17 of the Vamana Purana, and the numbers of the printed book are kept so that the text can be checked against the Purana. In recitation one may begin from the second line of shloka 25.
Why is the Garuda Purana text different?
They are separate traditions of one stotra, and neither is faulty. They differ in some weapons and names, such as Mahamina for Mahamoha and Hayagriva for Ashvashirsha. Anyone used to one text can keep to it.
What is it read for?
Being a prayer for protection, it is read in times of fear and hardship. This Vamana Purana text gives no phalashruti; it says only that under this panjara Katyayani destroyed the asuras, and chapter 19 of the same Purana calls it the foremost of all protections. The last line of the Garuda Purana text says that one who recites it with devotion overcomes enemies.
